Justice is a developing system because laws, practices, ethics, and morals are evolving as time goes by. What was once seen as right and correct many years ago may not still be correct or even necessary in today's world. Even though there are no anarchies in practice, the balance of justice has resulted in uprisings, revolts, and revolutions.
